"Texas Panhandle Community Partners, Inc.", the bank account name, is the formal name for Rainbow Room(s). Its statement on the web describes itself as "public/private relationship". Typically, this means it's a mechnicism to channel money form the taxpayers to certain indivduals. Rainbow Room(s) is sold to the public with the same hype used to justify and promote CPS in general. And judging by this hype, it's unlikly even a small percentage of the money goes to the advertised purpose. The (curiously) unnamed worker who forged the check is a crook, sure, but so is the organization she or he works for and so is the payee of the check. The worker was just a bit too blatant in her or his thievery. Unfortunately, 44,000 Texas children have little reason to smile. They are abused and neglected children whose home lives have been investigated by Child Protective Services caseworkers. Thanks to these caseworkers dedication, their community partners and the NBC-TV Today program, some of these abused and neglected children will have something to laugh about this holiday season. Each year, Today chooses a handful of charities nationwide to benefit from their annual toy drive. This year, Greater Texas Community Partners/Rainbow Rooms has been designated one of those charities. In addition, this year amazon.com is teaming up with Today to encourage toy donations for abused and neglected children. To participate in the effort, log onto amazon.com, click onto the toy section and select donate toys for charity. While new toys will bring smiles to the children, toys are only a small part of the Rainbow Room project. The Rainbow Room is a store-like setting where Child Protective Services caseworkers may get emergency supplies. Child Protective Services caseworkers are often called out in the middle of the night to check into a report that children are being abused and neglected. Many times, caseworkers find children abandoned in houses with no food, no clean diapers or clothes. Caseworkers often drive off into the night with hungry, dirty, abused and frightened children. This part evolved into what's now written on CPS/Rainbow's page; they improved on it by applying the story to a specific caseworker, Mary Smith.] Often, caseworkers go to all-night stores and use their own money to buy the most basic needs for children. The more fortunate caseworkers have access to Rainbow Rooms where they may find basic necessities and emergency supplies, such as clothing, diapers and formula. Rainbow Rooms are being organized across Texas. There are more than 70 sites, including four in Senate District 25. Rainbow Rooms are located in Austin, Round Rock and San Antonio and one is being organized in San Angelo. Church groups, corporations, clubs and individuals are becoming involved in the Rainbow Room project. Rainbow Rooms are part of Greater Texas Community Partners, a cooperative effort between Texas communities, churches, civic organizations and the Child Protective Services program of the Texas Department of Protective and Regulatory Services. The statewide programs are patterned after Dallas County Community Partners, which began in 1989. The first of its kind in the United States, the Dallas Rainbow Room serves 5,000 children. Texas Community Partners and Rainbow Room are excellent examples of a public/private relationship that is making a difference.
