ID early '90s R&B song by kid

i've been trying to find this song for a while. It came out in the
early 90's by some little boy, it sounded like r&b and reggae mix i
think. I remeber the video was him sitting on the steps talking to
this girl and then her father comes and gets her and takes her away. I
dont remember the lyrics though. its not immature though. This was
just one boy i think. the lyrics had the word girl in it alot."it
sounded like icy girl, but that sounds stupid, any way if u can think
of who the kid or song might be help. p.s- its not little bow wow, its
not tevin cambell, its not anotherbadcreation,its not immature, its
not soul 4 real, he sounds like that kid sammie, it came out in the
EARLY 90's like 1990-95.
