Partly because he needed music for Soviet films, which Stalin thought had
great propaganda potential. Shostokovich claimed that the only reason he
wasn't sent to the Gulag in 1936 was because Stalin regarded Shostokovich
as one of the USSR's best film composers.
Stalin himself did like some classical music. Gliere was his favorite
contemporary composer.
