kppp setup has no U. S. country locality

I'm using a 5.1-release installation and trying to get online with it. Unfortunately, when trying to setup KPPP I see that that there is no 'United States' locality (a rather short list of countries, actually, is presented). It says that you can bypass the selection of a country, but in fact you can't. So, I'm left selecting a non-U.S. country and a connection is made, but it doesn't work. After selecting a country, you have to select an ISP in that country from a list and it locks out features like default routes and this apparently causes the connection that it makes to be faulty. One of the clues is that the IP address info as listed in the 'details' screen of KPPP is different than what is seen via the ifconfig command - which I've never seen before in the use of KPPP. I've setup the /etc/ppp/options file as required, so I'm not sure where I could be going wrong. Wanting to use pppd as an alternative, I issued the pppd command alone and this doesn't even dial the modem. All I get back from using this command is a prompt and no message from the shell. My modem is a serial Creative ModemBlaster (definitely not a winmodem). Thanks for any help!
