Oh dear, well, that appears to remove most gospel music from Silverman's scope, as much of it relies on the movement between I and IV. I suspect that blues isn't under that "subdominant" influence as well, after all, what happens in that fourth measure, according to what you've described from Silverman, doesn't exist ...
