Vegas 4, can it improve audio?

I have a music DV that I authored onto a DVD test disc. It includes three types of audio. "Instrumental Music", "Singing/Instrumental Music", and "Interviews" where people are just talking. I primarily want to warm up the singing. The audio file is an AC3 of about 400MB. I have Vegas 4 but am clueless about any of its audio tools that could possible help. Is this doable? Is it tough or easy? Of course, I would love to find that Vegas has a magic pill that does just what I want with a few clicks. If Vegas can't do it, are there any other apps, like Cool Edit Pro or maybe one of the numerous AC3 programs that are on the Internet. Lastly, isn't there the potential that processing the audio file could introduce delay and/or sync problems with the video? If true, I would love to do it inside the domain of the editor, hoping it can keep the project in sync. Hope someone can help.
