A club with a high swing weight takes longer to accelerate in its swing from the grip and thus takes longer to release. A club with a lower swing weight releases more easily. The reason that this is in comparison to the weight of the club is that it allows you to match clubs of different lengths. A 9 iron of the same swingweight number as a driver is actually going to have a lower moment of inertia, but because the club is lighter your time to swing the club down to impact will also be less.
