Beginner Music notation question

Beginner Music notation question:
I'm a very new beginner at learning to read music and terminology, so
hopefully I wont mis-use too many terms, but I think you'll understand the
question: I am trying to read (and, very slowly, play on keyboard) this
score from the Jamey Aebersold play-a-long volume 52, the song "I'm Getting
Sentimental over You":

On the first "line" (or stave, or whatever you call them) of music on the
page, it has a "key signature" (?) showing "b" is flat. The way I
understand is, this means that forever after, in the whole song, you should
play all "b" notes flat unless they are specifically notated otherwise
within a measure - at's least thats how I interpreted it... is this correct?
If so, on the last line, upon playing the tune, you can tell that all the
"b" notes should obviously be natural, although this is not notated until
the last "b". Is this an error in the notation or in my reading of it?
Again, I'm not trying to "nit pick" Aebersolds' stuff, just trying to learn
how to read. I guess you could say I'm at the "hooked on sonics" stage of
reading...
