Depends on how you define "better romance," but I think the manga is better than the anime. Much more happens--including characters who aren't in the anime. In fact, the OVAs only cover about 1/6th of the manga story. Video Girl Mai is actually a sequel set about eight years from the end of the original, and you get to see the older Youta. The remaining one is based around a VG named Haruno, and is actually the prototype for the VGAi series. There are more Video Girls, too. A novel was made in Japan which includes an Ai story, plus ones for new VGs Yume and Yo. Included illos by Katsura as well, so you could see how they looked.
