While royalty free music discs for TV projects do exist, they are not FREE, you usually have to pay between $15 and $95 USD license fee or purchase fee per disc and then credit the songwriters and/or producers in your cue sheets and titles. Try an Google or Ebay search under "Royalty Free Music"... or look up sites such as...
