So what's the difference? I think it's the last line.
I'm sure there'll be at least one news client on win* that offers a
charset header.
Pan http://pan.rebelbase.com/ also has a facility where you can provide custom headers.
Perhaps there would be a Windows newsreader that could provide the
charset=UTF-8 line in
